the fund was originally known as the the internet intellectual
infrastructure fund..... it was known by mitchel and others that
eventually us gov't support for iana would cease....thus it was intended
for ***iana*** and ietf and other related kinds of things.
thus in one sense at least if congress had not grabbed it, it could have
been grabbed by the perverted unaccountable monster created by vint cerf,
don heath, mike roberts and larry landweber along with mike nelson and
roger cchetti and john patrick of IBM - the monster known as ICANN.
