Someone has to be altruistic enough to draw up fair rules to keep trolls in
private mailing lists to a certain minimum of courteous behaviour.   But
some players are a bit more than trolls. 
Every list can have it's own charter and listmembers either abide by it, or
go to another list.
On lists where people are flocking together to get some task done, it can
be enormously frustrating to see the list thick with flamings.
On public lists like the ifwp, people are free to make fools of themselves.
