  The term "Arbitrary" is correct here Eric.  As to having a problem
finding 5,000 members or "Interest", I KNOW that will not be
a problem what so ever.  The problem is that 5,000 as a limitation
(Arbitrary) is the real problem.  It is way too small of a number.

  LOL!  Yes a "Rule"  hummm? One wonders how that "Rule" will be
determined.  Oh, BTW, any determination of "Competency" would
rule out most of the current ICANN BoD members....  A bit of
irony, eh?
