Although the distinction is not lost on me, the practical differentiation
between these two resources is not within my grasp. Based on my
understanding of Tom's analysis, other registrars were able to grab all of
the available connections leaving us in the lurch. As I type this, Tom is
still encountering a variety of problems talking to the RRP. (terminated
connections and the like)
