Tim, while I agree with most of what you've said so far, I can't let
this one slip by. Including search engine ranking or visibility as  a
precursor to accessibility is a long reach. A site with zero visibility
to the search engines can still pass as the most accessible site.
Visibility does not equal accessibility, nor should it form any part of
the accessibility criteria.
