The most recent/advanced  browser for Mac OS9 is Mozilla
1.2.1 was the last offical stable release available from mozilla.org http://www.mozilla.org/releases/old-releases-1.1-1.4rc3.html

1.3 for Mac OS9 did exist at some time and you can find unoffical variants here http://wamcom.org/ and here http://www.t3.rim.or.jp/~harunaga/mozilla-macos9/

People who regularly use old computer/browser combinations are use to sites refusing them entry, crashing their browser or serving up unusable chaos as a web site.

If you serve them good clean semantic X\HTML  and CSS that does not kill their browser, you will be surprised as the positive reactions you will get. A few years back, we revamped a site from an nasty old site that used bad _javascript_, was image heavy, used font tags, had nested tables for layout and had white text on a black background.  The new site used semantic HTML, with limited CSS to certain browsers. Add the feedback was great, people who where using ancient browsers like NN4.4 where happy they could finally use the site. NN4.7 users thought the new look was great, even though they were only feed the typographical style sheet.
