Ah. Okay. Well, chroot looks for a shell, unless I specify one after the
path I chroot to. Doing just your command gives me:

#> chroot /var/qmail/bincimap/bin
chroot: /bin/ksh: No such file or directory

As it looks for the user's shell (here: /bin/ksh). I would guess one of
the bins in that dir needs to be started for the chroot to take
effect(?), and the only ones in there are bincimap-up and bincimapd.
Have I missed something in the config perhaps?

Binc uses the system call chroot(), so what happens if you as root run 
"chroot /var/qmail/bincimap/bin"?
