The name "binc-admins" may mislead people into thinking that the list is exclusively for administrators of the mailing list itself. I suggest "binc" for users and admins, "binc-dev" for developers, and "binc-announce" for important announcements.
If there still exists a desire to differentiate end-usage from configuring or administration, one might consider "binc-users" and "binc-deploy".
