If you run task manager and add the page faults detail, does SQL (probably) or Pervasive (maybe) page fault a whole lot under 64 bit mode?
I'm wondering if the 64 bit program mode for Pervasive is just not as nicely implemented and it goes hog wild with memory, whereas the 32bit version knows it's limited to 4 GB (3GB). I've had that happen with databases originally built and created in Sql Server 2005 on Windows Server 2003R2. I think we had some luck with taking the database to simple mode, porting it into 64 bit version of SQL bringing it to Full Recovery mode and then doing a reorganize and reindex. I have no idea why that worked because it made no logical sense, but it improved our database for a time, then under 64 bit mode we would start to have troubles again I no longer work for that company so I don't know if they every figured out a permanent solution (mostly I think the way the tables were designed made data sets that were way too large because they didin't use table linking, so every report was pulling way more data than it needed. Our accounting package is Business Vision by Sage (looking for a new ERP, another subject all together) installed BV Pervasive 10.3 64 bit and SQL server 2008 R2, 32 bit, doing a query took longer than on the old 2003 server, switched the Pervasive to 32 bit and performance improve to par with the old server. I don't understand how Pervasive and SQL works to be able to determine why, should we maybe have both Pervasive and SQL running 64 bit? Would it make sense to go right to 2012 R2 server?
