Agreed.

Out of interest, what does this application do?  If this is an enforcement type 
app, then maybe a configuration baseline may be better?

This is a good example of choosing the right tool for the job.  I tend to use 
the application model when I am installing something.  I still use 
package/program when I need to run a script or copy files or some other 
non-installation activity.

In the old package model i used to set for always rerun.
