So the application model is built around detection method. So that being said if you want to make sure something runs at a certain time everyday, well at everyday at your time designated you would want to make sure your detection method should not be there. So all that being said and more that was unsaid the package model is the best area suited for the need you described above. I tend to use the application model when I am installing something. I still use package/program when I need to run a script or copy files or some other non-installation activity. Just my two cents...
