You can do it with Powershell.  However I’ve only gotten it to work in 
Powershell once.

Because if you add the VPN connection with powershell it doesn’t show up in the 
GUI, so you can’t go click on connect under the network settings.

And if you add it in the GUI then the gateway selection command in power shell 
doesn’t seem to be able to find it.  Says that adapter is not in the “phonebook”

 have an 8.1 laptop that I upgrade to Win 10. On this computer, prior to the 
upgrade, there was already a VPN connection setup for my office VPN. The 
connection was setup to Not be the default gateway as this is my preference. 
However, there are times where I DO want to toggle that option.
I used to do that by simply going to the VPN "adapter" properties, clicking the 
Networking tap, selecting the Internet Protocol Version 4 (TCP/IPv4) and then 
clicking the Properties button.
Since the Windows 10 upgrade, I can no longer access those properties. I get to 
that screen and the Properties Button is accessible (you can see the "click" 
happening) but then nothing happens.
I can find no method of getting to the IPv4 properties for my VPN connection to 
enable it as the default network gateway at this point.
On a side note, in the Control Panel > Network & Internet> Network and Sharing 
Center, the "Connect to a network" option does not function either.
