This article describes a problem that occurs when you try to download PDF
files in Internet Explorer 11 on Windows 8.1, Windows RT 8.1, Windows
Server 2012 R2, Windows 7 Service Pack 1 (SP1), or Windows Server 2008 R2
SP1. A hotfix is available to fix this problem. Before you install this
hotfix, see the Prerequisites section.
Symptoms
When you try to open a PDF file from the download notification bar in
Internet Explorer 11, you receive one of the following error messages:

   - File might have been moved or deleted, retry/cancel/view downloads.
   - There was an error opening this document. This file cannot be found.
   - <File name> couldn't be downloaded. Retry/Cancel/View Downloads.
