I have one more that is affected (There were 3) and less than 200 files in any 
of the directories.
I am sure it is just one file that is causing the issue but I have so many 
other fires this one will have to bite me in the rear some other time so I can 
get through some of these others.

Was there a massive number of old temp files? Like 65K?

I remember years ago, having that many temp files could cause issues with 
certain applications that use that temp location. Especially Acrobat.
