You may want to look at a simple solution like a freewheel, used on bicycles so 
you can stop pedaling and wheels still turn. Adapting it could be an issue. The 
use of a jack shaft and mounting a one way (pawl type) clutch on that shaft 
would allow greater flexibility in find a shaft size match then match up the 
sprockets ID to the shaft.

I know John Bidwell used a freewheel on a electric cross-bike (sort of a 
mountain bike on steroids) I think it had a 36 volt motor and could get up to 
45 mph(?). Don't know the durability.

If John sees this he may want to comment.

For Dale: What caused the PMG to lock up, did the clips come loose? Did you 
have any type of fan on the motor to control the heat build-up? 

The PMG is just so massive (despite its size) from a motor frame aspect once it 
heats up losing the heat without a fan is a matter of time resting. I am still 
working on my radial cooling fan assembly - what is holding it up mostly is 
different events that I am going to prevent breaking the machine apart to 
proceed. Meanwhile I am purposely not hot-footing it (just takes me longer to 
get to 60mph - I have gone 13 miles 55-60 mmph to Boulder, CO).

Look for my bike to be in the next Real Goods catalog coming out in September, 
about a 1/4 page plus two photos... half a million catalog drop! Also there is 
a solar powered electric scooter in this month's Home Power magazine. EMCs are 
getting a lot of attention, not just by hobbyists.
