Depending on your DMV it might not be hard for you to certify as a moped, or scooter, or bike. In CA its really hard now, but its trivial in Utah, ID, AZ and so forth - they slap plates on anything.

I liked its specs too, assuming its all true. If you can use bicycle parts on 
it, thats great too.

also agreed about the power train - we need lithiums packaged with a suitable 
controller and BMS/charger.
