Hi Jerry,

Good idea!  Yes, that's actually where Majority Leader Hasner is getting the
money from for the proposed state-administered plug-in hybrid conversion
rebate program.  Knowing full well that there wouldn't be any money
available from the state itself this year, with no new legislative
appropriations permitted, Hasner has been diligently working that channel
and pushing it since February.  US DOE has already given initial preliminary
approval for the use of a tranche of a subcategory of federal stimulus block
grant funds to the state for that purpose, namely for consumer rebates for
PHEV conversions.  Working with and through Majority Leader Hasner, we've
given our recommendations for structuring the rebate program, sector
allocation, and specific implementation language, which Hasner and the
Governor's Energy Office are submitting to US DOE for final sign-off and
approval, which is not expected until the fall (due to how slow the wheels
of the federal bureaucracy turn).

We'll keep everyone posted.

               Thanks for the answer. Sadly next yr the
budget will be even worse. But the Fed Stimulus program has
money that the state can use for it so maybe mention that to
 Rep Hasner.
