Why don't you just add a custom page with the features you want - it will survive service packs. If you edit aspx pages & xml files that are shipped with Sharepoint, all bets are off when it comes to service packs.
The only trick will be adding the page to navigation so that users can browse to it. BTW. Read receipts are not cool for mailing lists.
