If you are a smaller organization (not sure what the magic number is) or 
plan to only use TFS for source code and bug tracking, then the cost of 
TFS licensing, hardware requirements, and support person(s) in order to 
keep TFS up and going will make it difficult to justify the up-front and 
ongoing cost compared to something free like cvs/subversion and bugzilla.  
 I would get a quote on what TFS is going to cost (don't forget hardware 
if you need to buy some) before making a decision.

If you plan to use TFS for source code, bug tracking, task/story/use case 
tracking, project tracking/reporting, and possibly CI, then the case for 
TFS grows stronger. 

If you do decide to stay with something free, I would consider switching 
from cvs to subversion.  Subversion is very similar to cvs, same hardware 
requirements, but has features like atomic commits and renaming.

Hi all
 
Could someone point me to some resource that would help me do a cost 
benefits analysis of TS.
 
We currently use CVS and Bugzillia and are about to switch from Delphi to 
VS. I?m trying to push to go the whole hog and use TS but people are 
putting road blocks in the way.
