I've just checked again, and I'm member of the administrators group on that 
machine.

I've posted this issue on the MSDN forums and got the following response:

  The permissions granted your user name and ID on the Windows SharePoint 
Services at demo1 
do not allow you create a new portal site. You must be granted specific root 

 

  Could you please check your account to see if it is in the SharePoint 
Administration group?

  

   A Team Foundation Server administrator must be a member of the following 
groups:

 

   Team Foundation Administrators.

   SharePoint Administration group in SharePoint Central Administration.

   SQL Server Reporting Services Content Manager 

   SQL Server Reporting Services System Administrator.

 

   In order to add a person in the Team Foundation Server administrator role, 
you must set permissions in Team Foundation Server groups, Windows SharePoint 
Services groups, and Reporting Services groups. You must also set permissions 
on the Team Foundation application-tier and data-tier computer groups as 
necessary

Hi Pablo - I would just double check that you have the correct set of 
administrative rights. Especially the section around setting up your Windows 
admin rights as a TFS server admin and any global WSS security settings.

It is a full install and I'm sure we installed it using our TFSSETUP ad account.

 

Which places should I check for it other than the obvious:

?         AppPools (running under TFSSERVICE)

?         Services ( Non of them running under my user)

?         Anywhere else?

 

Just to clarify. This server was installed 18 months ago (more or less) and 
we've been using it with no problems. I've been administrator since then with 
no issues.

The other administrator has no problem creating projects.

I'm having a really bizarre problem with my login. Every time I try to create a 
project, it fails and locks my account.

I'm not aware of any changes (my account hasn't changed, no updates were 
installed, no administrators were added/removed)

I know it is a credentials issue with WSS, but I can't find a way to fix it. 
I'm sure it is the silliest thing.
