This type of license check is done by broadcast on your local network.
This connections are covered by the rule "allow any connection to broadcast addresses".
However, no connections to external servers are allowed. Broadcasts are limited to your local network.
You should not remove the "allow any connection to broadcast addresses" rule at all. Otherwise, you would get a lot of Little Snitch alerts from various system daemons. It is better to create a deny rule such as:
Suspicious-Application Deny any connection to broadcast addresses
