It's commonly called a balun. Or a balanced to unbalance matching tranfsormer. Perhaps you've seen these in the past hanging off of a tv with the old fashioned screw terminals for 300 ohm twin lead? The other end is a coax connector for screwing the coax on.
This is the type of device he's talking about. It commonly looks like a AAA battery with pigtails on one end and a female type F coax connector on the other. Now as to where you might find a waterproof variety of same I don't know. Just don't try to connect coax directly to the antenna. It won't work very well.
