What I meant was - I would be monitoring the weather and would not start out if I expected such a rainstorm. If I wasn't sure I would be keeping a sharp weather eye out. I would have a plan B in readiness. We are sailing in protected waters inshore most of the time, and when we do go 'outside', we do not do so without careful assessment of the weather. I'm not. I was responding to someone who was complaining about someone else being below in bad conditions and they were assuming that this was in the ICW. There's a big difference between what you do inshore like in the ICW and what you do offshore. If we were in the ICW and there was a torrential rainstorm which I had not foreseen, anchoring would be a definite possibility. We have been caught in a sudden summer storm just as we were preparing to come in to our home dock, and Bob circled until we could see where we were going. When we've been caught similarly in the Chesapeake, he did the same. When we've been off of Fort Lauderdale, we continued on our course, keeping a lookout. That's what I meant when I said "Whatever seems best at the time".
