Have you considered OpenCPN? It's Open Source, reads both the ENC and
the RNC (vector and raster) formats [1], can take and display an AIS
data stream, accept data from a GPS via 'gpsd' (another Open Source
app), and can read and write standard GPX route files.

I have to say that it's not the slickest application I've ever used - it
seems a bit clunky around the edges - but in the main, it does exactly
what it's supposed to do, and certainly everything I need it to do.


[1] This, of course, includes the free charts from NOAA as well as the
weekly updates published by them.
