ITU regulations as endorsed by IMO. All signatory nations are supposed to formulate their individual laws to incorporate these elements into the legislation. I agree the situation in certain parts of the eastern seaboard is chaotic, but that is because of lax enforcement. I was at one time an instructor and examiner with the Canadian Power Suadron and we have an arrangement (in Canada only)wherby indivduals can be licenced examiner for the Government. Job changes forced me to drop out of the program whe nI found myself travelling a great deal and I was unable to fulfil my comittment to the program.
America seems to think they are a law unto themselves and consequently do not bother to enforce the international agreements to which they are signatories.
