All electric resistance heaters (those that are not "heat pumps" using a freon exchange system) are 100% efficient. They all turn all the electric Watts you put into them into heat.
Heat is not measured in "tons" (air conditioners are, - A "ton" of cooling power is one ton of ice melting in 24 hours). Heat is measured in KiloWatts, BTUs, Calories, (and a few other units). It is all a matter of numbers. Do not confuse yourself with blather. All plug-in heaters (that I am aware of) are1500 Watts or less. Oil filled heaters have large surface areas. They warm up by absorbing heat from electric resistance heaters inside them, and slowly transfer that heat into the air around them. The small heaters, the "Quartz" "Edenpure" "Wonders", "Cube Heaters" etc, bypass the oil radiators and blow the heat directly into the room. The best way to warm the area you live in is to close off the exits of warmth, embrace a lifestyle of heat, and find a hot partner. Works for me...
