I find that a lot of people who object to "rules" or "policies" are less
concerned with the idea that the rules are clearly communicated, and
more concerned that with the rules being too rigid. Simply calling them
"guidelines" or "expectations" instead can do a lot to allow this
communication to happen without implying rigidity.
