You could have an option in that tools menu that says
Fx ->    1
             2
             3
etc...
For a quick solution.
And have a More option once it gets past something large (12? maybe 20?)
I suppose finding out how may FX people usually use.

I think that would be fairly easy... but adding the scrollable widget 
might be nice too.
Either way I do think this would be a good idea.
I do think adding both might be nice (especially if compacting the tools 
removes the scrollable widget) then you could have a quick option 
still... but that may be too redundant
