Not anymore.  It was released as an open ISO standard in 2008, source:
http://en.wikipedia.org/wiki/Portable_Document_Format#PDF_1.7

Apache actually has pen source authoring software for PDFs called
"PDF-BOX".and most open source products provide export into PDF format.

IIRC we discussed releasing the PDF manual with the software a while ago
but it was pretty large in size (about 10MB)

I agree that maintaining documentation in too many places is a bad idea.  I
was part of the Packt  Publishing reviewers for their book on LMMS and I
can certainly say a well written book on LMMS was a tremendous help with
using it, but this type of publishing quality can be a large project.
Sometimes it's best to provide what we can via a wiki and let the
publishers cherry-pick from our content to sell the official material.
