i cannot agree with that. often, i have multiple tracks on the same device/channel/port: one track holds some midi notes plus controller events, another holds some more midi-notes. now i might want to mute the first track, but have still correct controller settings with the notes from the second track. to me, "mute" means "be quiet", but does not mean "stop doing anything". "off" does mean "stop doing anything" but this is just terminology, i don't really care about how it's called. I do however want one option for just muting notes, but not controllers, and one for turning off everything. Both are necessary.
