Yes it is possible and realistic. One specification for distributed logging
in XML is http://www.docuverse.com/xlf/. This project seems to have ceased
activity some time ago, but I think that its goals are worth following up
on.

log4net as a port of log4j is already licensed under the Apache licence 1.1
so this should not be an issue. I am assuming that the copyright material we
would generate as part of the logging.apache.org project would generally be
specifications rather than implementations.
