The Apache JIRA server is at http://nagoya.apache.org/jira and is used by log4cxx among others.
Other projects appear to have a scheduled job that generates a weekly open bug report and mails to the mailing list. See http://nagoya.apache.org/eyebrowse/ReadMsg? [EMAIL PROTECTED]&msgId=1144762 for an example.
