It's hard to tell if you're in a minority of hating the JCL name.  Others
might, I totally believe it.  But they *recognize* it, and that's important.

I think every good developer finds the pleasure in the above.  But the "just
need to use it" part is a huge amount of effort (hidden in 5 words) if
there's an existing widely-used solution in place.  Even if the incumbent is
substantially inferior.

Yup.  And that perception is important.

The transition will be made clear.  JCL moving to Logging Services would be
a worthy news item by itself, and whatever name is adapted afterwards (CL2)
or whatever would be understood to be representative of the same heritage.
In that regard, it'll be similar to many other Apache projects leaving
Jakarta and becoming their own top-level project.

I don't think so.  It's up to us to write that proposal.  It's up to us to
get them involved.
