Maybe not even need to check for Constants.ENABLE_THREADLOCALS, since
GlefLayout does not use any ThreadLocals with non-JDK classes?
And maybe the same method in PatternLayout doesn't need to check for
Constants.ENABLE_THREADLOCALS either?
