Tools -> Options -> Preferences -> E-mail Options

In "On replies and forwards" set:

When replying to a message: Prefix each line of the original message

When forwarding a message: Include original message text

Prefix each line with: "> "

(This is Microsoft Outlook 2000 SR-1 Corporate or Workgroup)
