Eric, I understand your hesitance at providing such access, but this is very very standard boilerplate agreement text that everyone uses and is legally proven to be defensible.
In this instance, the "transfer of your personal data" to "authorized third parties" means that Pearson VUE can accept your account into it's system and send us payment confirmation so that we can accept payment for goods and services. In other words, that agreement is simply and solely to allow us to accept your account request, process order information and perform fulfillment of products and services. Pearson VUE will NOT exchange or sell or transfer your account information with any other parties other than LPI. They meet or exceed the prevailing industry-standard data collection rules and are an approved Safe Harbor vendor for non-US data, aka EU customers etc. If this answer, which is true to the best of my knowledge and research, doesn't make it likely you will use the Marketplace, please contact your local Affiliate to find out how to buy vouchers, or contact Pearson VUE directly and buy the voucher from them. You DO NOT have to purchase LPI vouchers solely through the Marketplace, there are the above options available to you.
