No, it isn't. If we made our items public, it would pretty much nullify
the exam and give everyone the answer ;-)
It will be OK if we have overlapping items. In most cases (I'd say more
than 90%) the item will not be exactly the same, even if the same topic is
addressed. More often than you think, a candidate has to try to take the
exam more than once to pass. Candidates don't get the same exam their 2nd
time through, they get another form. Those "duplicate" items often serve
as a new form of the question that can be used on the separate form of the
exam. This way, individuals can't "memorize" the questions and pass from
their test taking ability, instead of their knowledge.
It would be a rare thing indeed if two writers managed to come up with the
same scenario for the same topic, with the same answer choices, writting
in the same format ;-)
So, worries about wasting time writing duplicate items should be sent to
/dev/null. Along with multiple form issues, there are also issues during
beta testing where an existing item turns out to not be written well
enough to pass beta, therefore a new form (possibly the one you
submitted!) will be seeded into the form to replace the old item.
Regardless, there are many uses, even for remotely duplicated items.
