I don't thik so. I always found that the strength of Linux/Unix is the ability
to handle the special files just like I need them. And I don't think, it's more
easy to use MAKEDEV than mknod. Where's the problem with it? I remember many
cases, where it was neccessary to recreate a single removed special file and a
simple look onto the neighbours showed the proper major and minor numbers. 

And needing FIFOs, what do you use? I use mknod.

So I agree, that a L1 sysadmin is not forced to know mknod, but at least L2
should know it.

SuSE Linux knows lsdev, too (package ps-2001.5.10-3 in 7.2 and ps-2000.3.14-4
in 6.4)
