I can't answer to the technical stuff, but I can address the target 
audience.  The Level 1 target audience is a professional Linux systems 
administrator with about a year of experience.  First and second tier tech 
support are probably better suited to Linux+.  System Engineer is a vague 
term that over the years I've decided has too many meanings to too many 
people for me to address.

Level 2 test candidates should be professional systems administrators with 
about 3-4 years of Unix/Linux combined experience.
