Sort of. The CLE is _not_ modeled off of the CNE. It is modeled off of the CDE -- Certified _Directory_ Engineer. Unlike the CNE, which is like the Cisco Certified Design/Network Professional levels -- a series of 3-4 tests beyond their respective Associate/Administrator levels with multiple-choice Q&A, pick'n orderign and even a few simple simulations -- the CDE and CLE are _completely_ _virtual_labs_ where you are running muliple virtual environments on a computer to simulate a _product_ environment. So you can think of the CDE and CLE as like the RHCE, only with virtual computers instead of physical ones. BTW, I think the CNE is also a pre-requisite of the CLE, just like the CDE.
