I'm not sure if it is a distraction but surely a different topic than
exam development we all trying to push. That was the reason why I
changed the initial subject into "Hands on vs. form based exams".

I agree absolutely with you that the main working areas *now* are: task
definition, JTA and objective definition if we want to see Level 3 ASAP
and I can ensure you that *I* want to see them live at the end of the year.

On the other hand and IMHO, the discussion about hands on should be
completed so that we can have a kind of agreement if there is a reason
why they *must* be used or if they are just an option to examine
candidates skills along to the "normal", psychometrically evaluated, exams.

My point of view is that *any* valid and recognised way to test
candidate's skills must lead to the same result. In other words if the
exams are created well and using all available scientific methods then a
hands on should deliver the same results as a fill in the blank/multiple
choice exam. Since the hands on are very expensive and difficult to
handle, I'd always prefer FITB/MC.

The three reasons above wouldn't matter if there was one strong reason a
la "in order to test skill "candidate can swim" you need a practical
exam because the FITB/MC does not deliver the needed proof".

So lets work on the main task of the Level 3 exam development but also
hear what kind of arguments for or against hands on others can express.
