In general I noticed that each individual has its own view on what is
necessery to administer a system. In my opinion, a certification
institution should collect what most existing admins find useful for
an admin to know and build on that.

I am pretty sure a whole enterprise infrastructure can be administered
without any one ever knowing a single thing about SQL.

However, one needs to realize that some things could be done easier by
implementing SQL. That said, I don't know a single systems
administrator without a basic knowledge of SQL but that may be me.
Even APIs nowadays use SQL statements to allow programmers reach their
data.

I am in for allowing simple and general SQL commands in the
certification. I am not in for anything more specific or advanced.
