The objectives. The new exams are released somewhat later so the authors of 
training materials and the instructors have some time to get used to the new 
objectives. Also of course there will have to be questions for any new 
content, and these don't tend to magically drop from the sky – someone will 
need to sit down and develop them, based on the finalised objectives, and that 
also takes time. Finally, the new questions must be translated from English 
into the various LPI exam languages, which again adds to the delay (although 
not every exam is available in every language from the day the new exams are 
released in English).

There is usually a lead time of no less than six months between the 
publication of the final objectives and the publication of the exams, so 
personally I wouldn't expect the new exams to become official earlier than 
autumn 2013. Of course LPI will work out the release date without bothering to 
consult me for my opinion.

Anyway, I don't see a lot of progress being made on this currently, so I would 
be surprised if we really get something together in spring. OTOH, spring ends 
in mid-June so there may yet be some hope.

LPIC certifications remain active for five years and that works across exam 
version boundaries, so if you have obtained your LPIC-1 certificate in May, 
2012, you have until May, 2017 to pass LPIC-2 and five years from whenever you 
passed LPIC-2 (i.e., May, 2022, if you play your cards right) to go for LPIC-3 
before you need to retake anything.

Do note that under the new proposed structure passing any LPI-30x exam will 
get you an LPIC-3 certificate; you won't have to pass LPI-301 (which will go 
the way of the dodo in any case) before going for LPI-304.
