Eden: There is some work going behind the scenes to definitively answer your question. Matt will share an "official" memo on this shortly.
However, to adequately respond to you, here is an answer now. If you want an LPIC-3 certification NOW -- you have to follow the existing rules (i.e. pass LPI-301). However, on October 1, 2013 the rules will change. At that time in order to earn an LPIC-3 certification you will only need one exam of the following LPI-300, LPI-303 or LPI-304. In order to be "internally consistent" within our program anyone holding a valid LPI-303 or LPI-304 exam, at that time, will automatically become LPIC-3 certified (except in Japan--more on this shortly). However, their "backwards comptabile" certification will be valid as of the date that they passed the exam. So if you passed, for example, the 303 exam in 2010 you will need to re-certify 5 years from that date (again, except in Japan which may not "grandfather" people who don't have a valid LPIC-3 certification NOW). We have been examining a number of scenarios in order to make this an internal operational procedure--as opposed to a policy change. Policy changes are much more complicated than operational changes undertaken for reasons of internal consistency. This operational change needs to work with our recertification policy--and I have tried to explain it -- it does. However, as an operational policy (e.g. "grandfathering" existing non-LPIC-3 certified people who hold a valid specialty exam) it is also subject to local market conditions. LPI-Japan has not yet determined the best course of action in terms of providing LPIC-3 certs to past holders (i.e preceding Oct.1, 2013) of a single LPI-303 or LPI-304 exam. Matt's memo should provide further clarity.
