Indeed.  And even trying to be objective is difficult.

One objective methods -- of several -- is to look at busybox.  If busybox
acts a certain way, or takes after -- or even provides a link as a
replacement for a specific command -- then it's very likely to be
ubiquitous on all systems.

Now we've been spoiled the last few years with Dracut including full bash
and several commands.  Although busybox is often still included for most
things that don't ship, when it comes to building an initramfs image.

P.S.  One of my favorite things to do (torture?) is to sit a sysadmin down
on a system that only has busybox.  It gets very interesting.  I don't do
it to so much as eliminate a candidate but to see how creative some of the
best candidates are, which often allows them to separate themselves from
others.  But tha'ts just me.
