I agree also on this, net-tools programs (ifconfig, route, etc.) are
deprecated from ages, but my doubt is if they should removed while they
are still in use (I remember that LILO was mentioned in LPI2 until last
revision...).

But please note that in Debian ifup/ifdown are not part of net-tools,
nor are scripts (see other message).  Probably now they are a
"Debianism", and in that case they should be removed.
