A bit late with this but with AIX 4.2 :-

# smit -C print
  - Add a Print Queue
  - remote
  - Standard processing
    - Name of QUEUE to Add :            <what you want to call it>
    - HOSTNAME of remote server :       <remote server hostname :-)>
    - Name of QUEUE on remote server :  <hmm, :-)>
    - Type og print spooler on remote server : BSD !! Important
    - DESCRIPTION of printer on remote server : <optional>

A test print job was queued up straight away. The 40 second delay you
are having may possibly a DNS thing, or a bug in the version of AIX
you are running, but it does work as I just found out.
