Yes and no. The rm-entry should be the printer's IP-address or hostname,
but the rp is very printer dependant. The printer also needs to have an
internal LPD-server as well.
Many printer's will accept any value as the remote queue name (rp), while
others uses names matching the type of job, eg. PS, TEXT, RAW and AUTO or...
..."very" odd names...

Yes, if the printer is a Tektronix Phaser.
How you configure LPRng to print via TCP/IP is
very printer dependant.
For a start, read the printer's documentation.
Then read the LPRng HOWTO: http://www.astart.com/lprng/LPRng-HOWTO.html
Many printers have an internal LPD-server which may be used,
while many others use "odd" or HP-style appsocket printing.
What kind of printer(s) do you have?
