LPRng: comments wrong in ifhp-3.4.4 accounting.c

I read the comments in the accounting.c file when I wondered what it
did.  Experimentation on the output of ifhp failed, and when I looked at
accounting.c I saw that the code and comments disagree.

I suggest deleting the comments and replacing them with the following:

/*
 * Read the code if you want to know what this does.
 */

Anyway, the comments have -T's and the code has both -t's and -T's.
