I wonder if you could work with ah (auto-hold) in your printcap, maybe?
Sounds like our ideas about how "release" should work are different from
each other, and different from the implemented behavior.  You thought
that releasing should have precedence over the queue being stopped
(printing disabled), but just for the released job; the others should
continue sitting in the stopped queue  The implemented behavior for
releasing one job in a stopped queue is to effectively start the whole
queue.  I thought starting/stopping the queue (enabling/disabling
printing) would be a level below holding/releasing jobs within the
queue.  So releasing a job in a stopped queue would make the job
eligible for printing, but the eligible jobs would not be sent to the
printer until the queue was started.

Go figure :)
